And as the Philippines Coast Guard diligently performs its mandated tasks of ensuring safety, security and protecting the marine environment, it also has to maintain its competitiveness with other agencies as well as other institutions. Further, with the realization of the need for improving the student’s capabilities as well as the quality of instructors, a comprehensive analysis and hands-on alignment of educational practices across all levels and leadership of its personnel was developed.

Improving the PCG’s efficiency through education, training, structures, and system development is the key towards national and global competitiveness. This approach enables the organization to efficiently achieve its set of objectives.

Local Training. On the current courses, students are required meet the mandated proficiency mark set by the Coast Guard Education and Training Doctrine and Development Research Center (DDRC). It also contains the instructional practice being used and how those practices affect a student’s performance.

Realizing that this command needs some improvement particularly on special and technological aspect, as well as the educational trends in order to be globally competitive, there is a need to identify the best practices in instruction.

The PCG recently held a simultaneous convening for the various courses being conducted by the Command. Theses include, inter alia, The Coast Guard Officers Course Class(CGPC) 10 – 09, Candidate Coast Guardsman Course Class(CGMC) 18-09 abroad Coast Guard Training Facility, Lower Bicutan, Taguig City, the Basic Underwater Special Operation Course (BUSOC), K9 Handlers Course at Coast Guard Base Farola ,Maritime Security (MARSEC) at Coast Guard District Northern Luzon, Maritime Safety Administration (MARSAD) at CG District Western Visayas, Coast Guard Staff Course(CGSC) at CGETC, CG Base Farola, General Operation Technician Course(GOTC) at CGWCEISS, Mandaluyong City , Aids to Navigation Course(ATON) at HMSSC, Sangley Point, Cavite City.

Currently, there are also tow(2) officers taking – up Master in Ship Management at PMMA Graduate School, two (2) officers taking up Public  Safety Officers Senior Executive Course at NPC, Fort Bonifacio, and tow (2) Enlisted Personnel taking up Public Safety Investigation  and Detection Course at General Headquarters (GHQ).

As future leaders, PCG officers as well as senior enlisted personnel need to have the full capabilities particularly with planning and decision-making Leadership capabilities as well as management skills need to be given emphasis as preparation for bigger responsibility.

FOREIGN TRAINING. With the goal of being the best among others and being globally competitive, it is essential that the specialized skills and trainings attained by individuals are shared and applied to the organization.

In today’s complex environment and much competition from various counterparts abroad, PCH personnel must possess efficiency in the different aspects of learning in order to be equally competitive with other students. Fluency in the international language is beneficial and can be considered an advantage particularly in better comprehension and communication.

The Office CG-12 for Education and Training is tasked to recommend and select able and efficient candidates and PCG’s proponents to the various training abroad through the Education and Training Board (ETB) that assesses requirements, eligibility and determines the personnel’s training needs.

The personnel’s capability to adjust to a foreign culture, as well as, foreign language capability reaches beyond the roles of linguistics, intelligence, analysts. Bureau of Immigration (BI) officers at the Ninoy Aquino International Airport (NAIA) recently barred from leaving the country seven undocumented overseas Filipino workers (OFWs) who attempted to depart in the guise of being tourists. BI Port Operations Acting Chief, Grifton Medina said the passengers were deferred to depart after being intercepted on separate occasions last week at NAIA Terminal 2 and 3.

“They were not allowed to leave after they admitted under questioning that they are not tourists but are actually going abroad to work,” He said. He reiterated his warning to those who intend to work overseas not to evade the travel requirements for OFWs by pretending to be tourists as “there is very little chance you will not be caught by our vigilant immigration officers at the airports.” Reports submitted by the Travel Control and Enforcememt Unit (TCEU) Head, Ma. Timotea C. Barizo to BI Commissioner Jaime Morente disclosed that two of the passengers were intercepted at NAIA 2 last Sept. 14 as they were about to depart for Hongkong. They were barred to depart after they were noticed traveling with a woman who is in the bureau’s alert list of suspected human traffickers facilitating the deployment of undocumented workers abroad. On Sept. 15, four Malta-bound “tourist workers” were apprehended at the NAIA 2 departure area after they presented questionable documents regarding the purpose of their travel. They initially claimed they were attending a symposium but later admitted during interview that they were hired to work as maids in Malta. They further alleged that each of them gave P500,000 to their handler in return for processing their travel documents and visas. Barizo also reported the interception last Sept. 17 of a Filipina bound for Istanbul, Turkey who was caught in possession of a fraudulent overseas employment certificate. All seven passengers were turned over to the NAIA Task Force Against Trafficking in Person (NAIATFAT) for further investigation.

The District Director gave an overview about ongoing and upcoming projects, events and the importance of minutes of meetings, after activity reports and the directives of the National Auxiliary Director. 
The Dep. Director for Administration gave an overview of the most important activities of PCG and PCGA in Bohol such as: emphasizing on Maritime Safety, Maritime Security, Maritime SAR, high level meetings with the Governor, and meetings with the DENR regarding carrying capacities and 20m easements. Other government representatives from the LGU’s of municipalities and the Province, NGOs such as PADO, PTC, ABCAI, PCCI, etc. were also present during the DENR meeting. 

One of the highlights of the PCG projects in Bohol is the installation of a radar system on Balicasag island. Another urgent project in close coordination with the Commander CGS is the creation of a Bohol Search And Rescue/Recovery team or unit consists of qualified PCG/PCGA officers and non-officers. As for the Province the creation of a Provincial Security and Safety Command Center involving the martime AOR’s as well as topside AOR’s is planned as suggested by the Governor of Bohol. The next meeting re that command center will commence ASAP with the Governor and his executive staff, some technical people, the Commander CGS Bohol and the Dep. Director CGADCVA, Commanders from AFP and PNP as well as others. It will be a briefing on some proposed technical interventions that can address both the peace and order and the disaster preparedness of the province. The Commander CGS Bohol is also preparing to activate new CGSS’s as well as a Coast Guard Training Center.

Endowed with high sense of responsibility, professional competence, and technical expertise, ADMIRAL TAMAYO successfully steered the Philippine Coast Guard towards new direction. Leading the PCG to the right course brings the organization the following landmark accomplishments:  

• Setting new direction results to the enactment of Republic Act 9993, otherwise known as the Philippine Coast Guard Law of 2009.
• Awarding of Quality Management System (QMS/ISO 9001:2008 Certification to the Coast Guard Action Center. This makes the PCG the second Coast Guard in the world to be awarded such certification.
• Imbued with administrative and operational expertise, ADMIRAL TAMAYO effectively led five (5) Major Support Commands, ten (10) Districts, fifty-five (55) Stations, three (3) Sub-stations and two hundred seven (207) Detachments towards the virtual attainment of the President’s Zero Casualty Program and relatedly, the SOTC’s Zero Maritime Accident Program.
• Because of his strong commitment to carry out national policies, he immediately responded to the instruction of His Excellency President Benigno Simeon C. Aquino III during the onslaught of typhoon Basyang last 14 July 2010 for the PCG to study and develop procedures in notifying or recalling fishermen during severe weather conditions. He initiated the crafting of a Memorandum of Agreement (MOA), thru the assistance of the DOTC, and held a series of interagency meetings and workshops which led to the approval and signing of said MOA essential to harmonizing and integrating the efforts of 12 government departments and agencies to enhance the safety of fishermen.
• Following the onslaught of typhoon “Frank” in 2008, the PCG, after extensive consultation with PAGASA, partner government agencies, maritime stakeholders and expert groups, developed and formulated an improved sailing regulation for vessels. With the enactment and implementation of PCG Memorandum Circular No. 01-09 entitled, “Guidelines on Movement of Vessels During Heavy Weather”, the new sailing regulation integrated crucial safeguards and innovations to further improve maritime safety in the country including a new PAGASA forecasting graphical representation for easy reference of shipping in every weather bulletin of areas to be avoided by vessels during weather disturbances or typhoons.
• In response to the clamor of the people of Guimaras and Boracay Islands, and considering the unique topographical characteristic of the said areas, the PCG after extensive study, enacted PCG Memorandum Circular 02-10 or the Interim Guidelines on Movement of Vessels and Motorboats Engaged in Short Distance Voyages in Special Areas thereby providing a long time solution to the problem affecting the movement of the populace in the said areas without sacrificing the promotion of safety of life at sea.
